Flyers and Advertisements

As per Board Policy GKB (Local) school facilities shall not be used to advertise, promote, sell tickets, or collect funds for any nonschool-related purpose.

The Garland ISD reserves the right to limit the distribution of printed materials by non-school entities and individuals to students and employees. For the purposes of this policy, “distribution” is defined as delivery via handouts, flyers, postings and classroom folders.

Distribution to Students

From Outside Entities to Students. The District does not allow the distribution of printed materials or literature to students from entities outside the District, except the following:

  • Entities supported by local tax dollars;
  • Organizations affiliated with the District;
  • Non-sports-related youth clubs or organizations;
  • Entities under contractual agreements with Garland ISD;
  • U.S. Armed Forces recruiters;
  • Organizations sponsoring contests in alignment with approved District curriculum.
  • Campuses may also distribute free admission tickets to area events and venues to students, provided those tickets were solicited by the District;
  • Campus administrators may also distribute advertising material regarding events they have arranged with local businesses as fundraisers;
  • The District may also solicit information regarding higher education options and programs and distribute such information to students.

Prohibited Distribution. Garland ISD prohibits distribution of the following:

  • Outside sporting entity materials, unless they are 501(c)(3) AND affiliated with the Garland, Rowlett or Sachse Parks and Recreation Departments.
  • Non-school related materials by individuals to students on school property;
  • Unsolicited commercial advertisements, special offers or discount coupons to students.

Questions regarding the distribution of handouts to students should be directed to Tamala Terry in the Communications Department.

Methods of Distribution

Two categories of entities or organizations are approved to distribute printed materials to students: 1) entities approved to distribute materials individually to students, and 2) entities approved to make materials available to students.

Entities or Organizations Approved to Distribute Materials Individually to Students. Personal copies of printed materials from entities or organizations in this category will be distributed to each student by school staff or sent to parents/guardians through student folders. Entities or organizations in this category include the following:

  • Organizations affiliated with the district. These are limited to the following: PTA, PTSA, booster clubs, Garland ISD Education Foundation, Garland ISD Community Education, and teacher organizations; and
  • Entities under contractual agreements with the District, such as portrait photographers,suppliers of graduation materials, etc.
  • Non-sports-related youth clubs or organizations (i.e. Boy Scouts, Girl Scouts)
  • Those supported by local tax dollars, such as the City of Garland, Rowlett and Sachse, and Dallas County Community College District;
  • Non-profit sports or youth related organizations outside of the Garland ISD which meet the requirements noted below.
    NOTE: Local sports leagues or teams wishing to distribute information to students must be endorsed by the City of Garland Parks and Recreation Department, City of Rowlett Parks Department or City of Sachse Parks Department before such materials will be made available to GISD students. Such groups must obtain a written letter of endorsement (for the current school year) from these entities and present this letter via fax or email to the GISD Communications Department with each item to be distributed.
  • Exception: See “Contest Information” below.

Entities Approved to Make Materials Available to Students. Printed materials from entities or organizations in this category will be placed in an area designated by the principal and made available to students. An announcement that the materials are available in the designated area may be made at the principal’s discretion. Entities or organizations in this category include the following:

  • U.S. Armed Forces Recruiters; and
  • Organizations sponsoring contests in alignment with approved district curriculum. (See "Contest Information" additional guidelines below.)

Contest Information

Before printed information about a contest can be made available to students, the contest must:

  • Support District curriculum, and
  • Be free to participants, and
  • Be approved by the Director of School Curriculum.

Coupons

Free or Non-Conditional Coupons. Campus administrators may obtain coupons appropriate for students that offer a completely free item (no conditions of purchase) to use as academic rewards or incentives for students.

  • Example: Students who read 20 books during the school year will receive a coupon for a free ice cream sundae at a local restaurant.

Discount or Conditional Coupons. The District does not allow the distribution of discount or conditional coupons to students.

  • Examples: 25% off admission; Save $1 on the purchase of an ice cream sundae

NOTE: This exclusion also applies to coupons that offer a free item or discount with the purchase of another item. (One free kid’s meal with the purchase of one adult meal; Free drink with the purchase of a sandwich.)

Application Procedure for Flyer Distribution

If all criteria above have been met:

  1. Complete the Application for Flyer Distribution Form below two (2) weeks before proposed distribution with clearly identifiable event name. An e-mail address must be included or the form will not be reviewed.
  2. Print your confirmation and submit via fax (972-485-4928) along with proof of 501(c)(3) or Department of the Treasury Authorization Letter and flyer to the GISD Communications Department.
  3. Sport League or Teams must include letter from municipal Parks Department as outlined above.
  4. Once approved, applicants will be notified via e-mail when flyer is approved.
  5. Once distribution is approved, entities must personally pick up a letter of approval from the Harris Hill Administration Building to be presented at each campus requested.
  6. Organization is responsible for making all copies, counting copies at 30 per classroom,and delivering flyers to the approved campus on the date indicated.

NOTE: This permission does not supercede building principals' distribution processes. Building principals may, at their discretion, make flyers available at a central distribution location.

Anyone not meeting the approved criteria may purchase a set of mailing labels for their organization's use by contacting Helma Vaughan.
