Garland ISD Trustees voted Scott Luna as their new president and swore in Cindy Castaneda as their newest member at Thursday night's board meeting in the Harris Hill Administration Building.
Luna, who represents Place 5, accepted the office after Linda Griffin concluded her one-year term as President. His father, a Garland attorney, administered the oath of office. Castaneda was officially welcomed following her Place 4 victory in last month's election. Additionally, Jan Minx's term as board clerk was extended.
Board members also recognized both academic and athletic accomplishment as three groups of state champions were honored with Evidence of Excellence awards.
Among the recipients were six fine arts students who earned their way to the Visual Arts Scholastic Event (VASE) state competition this spring. While there, each of the artists received the highest superior rating awarded and four of them medaled.
Also, four students from Naaman Forest High School’s Creative Problem Solving team earned top honors at this year’s Health Occupation Students of America (HOSA) state conference. The win propelled team members to HOSA’s national competition later this month, where they will face thousands of state-level winners from 44 states.
Rowlett High School’s boys track team was acknowledged for bringing GISD its first-ever state championship in track and field. In Austin, the Eagles claimed four gold medals, one silver and one bronze, and finished with 70 points – four better than second-place Lewisville. Their efforts earned them the 2008 Class 5A Track and Field State Championship.

- Approved purchase of temporary personnel services; batteries for the Uninterruptible Power Supply (UPS) power conditioners; disaster recovery software and implementation/maintenance; automated substitute employee management system; athletic training supplies; fire alarm inspection; closed circuit television (CCTV) cameras and equipment; consultant services for project manager of Readiness and Emergency Management System Grant; upgrade, maintenance, programming and total map realignment for Trapeze Mapnet Software System; Enterprise Resource Planning (ERP) software maintenance and support services; office supplies (catalog, third-year option); custodial services (second-year option); time and attendance software, equipment, training and annual support (seventh-year option)
- Approved roofing project at Technology Center
- Approved mechanical renovations at eight facilities during 2008 school year
- Approved wood decks, skirting, trim, gutters, metal canopies, concrete and painting for portables at locations within the district as may be needed
