Property taxes are part of your local government's way of paying for services for all citizens. They help maintain roads, pay for safety/emergency services, sanitation services, public parks and also provide a part of your public school's budget. Texas law works to make sure tax values are equal and according to the value of your property.

About your tax statement
Statements are usually mailed by October 1 but can be mailed any time between Oct. 1- Jan. 10 of the following year. Your annual property taxes are not prorated, so the statement you get will be for the period of Jan. 1 - Dec. 31.
If you have a mortgage escrow account with your lender, the lender should request the tax statement for payment. All other statements will be sent directly to the property owner. If you receive a tax statement that should be paid by your mortgage lender, please contact your lender directly.
Other ways to get your tax statement
You can print a tax statement from the Garland ISD Tax Office payment website or you can call the tax office and we will mail, fax or email a tax statement to you.
See your tax statement online
Payment is due upon receipt and must be paid no later than January 31, 2022 to avoid penalty and interest charges. A United States Postal Service postmark is acceptable. However, a metered date is NOT considered a postmark.
Payments postmarked after January 31, 2022 will be assessed penalty and interest following State law. We suggest that you have the Post Office hand stamp the date on your envelope to guarantee a January postmark. This same policy applies to each month the payment is late. Please note that paying late in the day on Jan. 31 may lead to a Feb. 1 postmark and incur fees.
Note: Failure to receive a notice does not warrant a waiver of penalty and interest.
If you pay your property taxes yourself (i.e. they are not paid by your mortgage company from an escrow account) there are four methods that you can choose from to pay your taxes.

If you have a disabled person, over-65, or a disabled veteran exemption, you qualify to pay your taxes in four equal installments without penalty and interest. If you have a signed agreement on file, make your first payment by January 31, 2022 and make your remaining payments on time. Please call or email the GISD Tax Office to find out if you are eligible for an installment plan.
- Jan. 31: Installment 1 and signed agreement
- March 31: Installment 2
- May 31: Installment 3
- July 31: Installment 4
Delinquent tax installment
If you have the residential homestead exemption and have delinquent (unpaid) taxes, you may be eligible for an installment plan. You must enter into an agreement for payment of the tax, penalties and interest. This installment will be paid in 12 equal monthly payments. The account must not have entered into an agreement within the prior 24 months. The current year taxes must be paid before they become delinquent or the installment agreement is breached (broken). Please call or email our office to determine if your account is eligible for an installment plan.
- Oct. 1 - Jan. 10: Current year tax statements are mailed
- Jan. 31: Last day to pay without penalty and interest
- Feb. 1: Taxes are now delinquent and have accrued (earned) penalty and interest
- April 1: Delinquent business personal property accounts are turned over to our delinquent collection firm and assessed with an additional penalty of 15%.
- July 1: Delinquent real property accounts are turned over to our delinquent collection firm and assessed with an additional penalty of 15%.
Penalty & interest
Garland ISD does not determine the penalty and interest percentages. These are outlined in the Texas Property Tax Code (sec. 33.01). Taxing offices do not have the authority to waive penalty and interest. Some notes:
- Business personal property taxes not paid before April 1 are subject to an additional penalty up to 20%, as outlined in Texas Property Tax Code (sec. 33.11).
- Real property taxes not paid before July 1 are subject to an additional penalty up to 20%, as outlined in the Texas Property Tax Code (sec. 33.07).
Penalty & interest (percentage)
The Dallas Central Appraisal District grants all property exemptions in Dallas County. To obtain information about applying for exemption(s), homeowners should visit the Dallas Central Appraisal District website for contact information and forms.
- Homestead: $25,000
For all homeowners as long as they have lived at their residence on Jan. 1 of the tax year.
- 65 years or older: $10,000
This can be in addition to a homestead exemption on a residence. Homeowners over 65 may also get a Tax Affidavit Deferral (see below).
- Disabled person/homestead: $10,000
This can be in addition to the homestead exemption according to a disability rating and on any property type in Texas. A disabled person is defined as someone who is receiving 100% disability benefits from Social Security.
- Disabled Veterans:
This can be in addition to the homestead exemption according to a disability rating and on any property type in Texas.
- 10-29%: $5,000
- 30-49%: $7,500
- 50-69%: $10,000
- 70-99%: $12,000
- 100%: Completely exempt
Exemption is based on percent of disability (this should be on your letter from the Department of Veteran Affairs).
Over 65 exemption
When GISD homeowners turn 65, they will qualify immediately for the over 65 homestead exemption. The tax levy can never escalate beyond the ceiling dollar amount. If decreases in property value, tax rate declines, or change in exemptions cause the tax levy to fall below the ceiling amount, you will pay the lower tax bill.
Should a senior citizen/homeowner choose to make improvements to their property that increase the square footage, (example: adding a workshop) the tax levy will be affected.
Note: Please consider these things when comparing your bill to others:
- If your neighbor or their spouse turned 65 before you did, they probably became eligible at a time when the tax rate was lower.
- A home with a higher appraised value will also have a higher taxable value.
- Home improvements affect the appraised value and, depending on when you made the improvements, may affect the tax levy.
Tax Affidavit Deferral
A tax deferral allows an elderly or disabled person to abate the collection of delinquent taxes on their homestead. If you are over 65, you may choose to defer the collection of taxes if you own and occupy your residence. However, a tax lien remains on the property and interest of 5% a year continues to accrue. The abatement shall continue until 181 days after the person no longer owns and occupies the homestead. If the elderly or disabled person dies, the deferral shall continue on behalf of a surviving spouse.
A tax ceiling is calculated and placed on an account the first year in which the owner has been granted the homestead as well as a qualifying exemption (over 65 or disabled person). Once a tax ceiling is calculated, a taxpayer should expect their annual tax statement to be equal to or less than their tax ceiling. Some notes:
- When decreases in property value or tax rate cause the tax levy to fall below the ceiling amount, the taxpayer will pay the lower tax bill.
- Should a taxpayer with a ceiling choose to make improvements to their property (ex. adding a carport or pool), the tax ceiling will be recalculated to include the improvement value.
- Only the exempted owner is eligible for a tax ceiling. If your property is owned by multiple owners and one of the owners is not eligible for an exemption, the ceiling for the exempt owner will be calculated based on their percentage of ownership. The tax levy will increase annually due to the non-exempt owner(s) portion of the property not eligible for a ceiling.
All tax appraisals used for tax purposes are performed by the Dallas Central Appraisal District (DCAD) following State law. In addition, the DCAD provides GISD with owner names, mailing addresses and exemptions granted.

Failure to receive a tax statement does not affect the validity of the tax, penalty, interest, due date, the existence of a tax lien, or any procedure instituted to collect a tax (Sec.31.01 (g), Texas Property Tax Code).
A tax certificate is a document showing the status of taxes; if delinquent, the certificate shows penalties and interest that are due according to tax records. The fee to obtain a certificate is $10 per certificate (cash or check only)
Either your mortgage company did not request the statement, or the request was not received in time. You can write the loan number on the statement and forward it to your mortgage company.
The Dallas Central Appraisal District handles all property tax exemption applications, reviews and approvals for all properties located in the Dallas County.
At the time the statement was printed you were still identified as the owner. Please contact the Dallas Central Appraisal District to correct this.
...I don't have children?
Taxes are not determined upon school enrollment. All business and real property owners with property located in the Garland ISD jurisdiction are required to pay taxes on their property.
...I don't own the building?
The bill you have received is for your business, not the building. All business owners in the State of Texas are required to render their business personal property to the Dallas Central Appraisal District by April 15th of each year. Types of business personal property are computers, filing cabinets, machines or any other item located in your business that is used to operate your business.
