GISD Perfect 100 TEA Financial Integrity Rating

Garland Independent School District (GISD) earned a perfect 100 out of 100 on the Texas Education Agency’s (TEA) Financial Integrity Rating System of Texas (FIRST) report for 2024–2025. This is the highest possible designation: “Superior Achievement.” The rating, based on 2023–2024 data, evaluates districts on 21 key financial indicators, including budgeting, debt management, financial solvency, and efficient use of public funds.

“This perfect score reflects careful planning and collaboration across all levels of the district’s leadership and finance teams,” said Arturo Valenzuela, Executive Director of Finance.

How Did GISD Maintain Such High Financial Standards?

Valenzuela emphasized that teamwork and communication are key.
“By holding constant meetings with each other and being honest about items that need to be addressed, our team ensures that every member understands their role in maintaining the Superior Achievement status,” he said.

Chief Financial Officer Darrell Dodds added that this commitment is longstanding.
“Since the A-F rating began in 2015–16, Garland ISD has received an ‘A’ Superior Achievement rating every year, with all but one year at a perfect 100 score. It shows our ongoing dedication to strong financial stewardship.”

How Does GISD Ensure Transparency for the Community?

Transparency is a cornerstone of GISD’s financial practices. The district publicly shares its FIRST results annually. This year, results were presented at the Facilities Committee meeting on October 7, 2025, and the regular board meeting on October 28, 2025.

GISD also earned recognition from the Texas Comptroller’s Transparency Star Program for providing easily accessible online information in three areas: Traditional Finances, Debt Obligations, and Contracts & Procurement.
